The call to input_register_device() needs to take place before the repeat parameters are set or the input subsystem repeat handling will be disabled (as was already noted in the comments in that function). There are various text files in the Documentation/ subdirectory, several of them using the Restructured Text markup notation. See Documentation/00-INDEX for a list of what is contained in each file.
